While the law, which is one of the oldest disciplines in the world, has developed in different ways in every society, the economic, political and cultural interactions between societies have multiplied the common denominators, and the differences have gradually decreased. The pace of the development of modern societies entails a continuous transformation of the legal order of each country and necessitates the development of capacity to produce new solutions to new problems. The implementation of an international organization such as the United Nations in the first half of the twentieth century was a great innovation, while in the second half of the same century the European Union as a supranational structure was a new answer to new problems.
